As Vice President and Director of Legislative Strategy, Julia leads Merchant McIntyre’s federal legislative and appropriations practice.
Julia leverages nearly a decade on Capitol Hill to help MM’s clients secure significant federal funding through both competitive grants and Congressionally Directed Spending via the annual appropriations cycle. She also helps our clients achieve innovative policy solutions, strategically build coalitions, and manage relationships with Members of Congress, senior Congressional staff, and Executive Branch decision makers.

Prior to joining MM, Julia served as Deputy Chief of Staff and Legislative Director to Congresswoman Elise M. Stefanik (NY-21), the third highest ranking Republican in the House. She also served as Senior Advisor to Congressman Robert J. Wittman (VA-01), a senior member of the House Armed Services Committee, and as an Appropriations Legislative Assistant for Congressman Frank R. Wolf (VA-10), who was Chairman of the House Commerce, Justice, Science Appropriations Subcommittee until his retirement.
Julia is an expert on federal appropriations funding, healthcare, education, criminal justice, and transportation and infrastructure.
Originally from the Washington, D.C. area, Julia received her Bachelor of Arts in Communication and Public Relations from Virginia Tech and earned a Masters of Public Policy (M.P.P.) at George Mason University’s Schar School of Policy and Government.
Outside of work, Julia loves traveling the U.S. and visiting national parks. There is nothing better than spending time outdoors with her husband, their son, and adopted dog, Bodhi.
