R. Willard Hoing, Chief of Staff and Legislative Counsel
R. Willard "Will" Hoing has a range of experience working with Congress, the U.S. Copyright Office, and on behalf of both for-profit and nonprofit entities. At Merchant McIntyre, he researches federal and private grant funding opportunities, assists in the drafting and tracking of legislation, and supports clients in their advocacy efforts on Capitol Hill and before the Administration.
Prior to joining the Merchant McIntyre team, Will served as a Law Clerk at the U.S. Copyright Office. There he worked in the Office of Policy and International Affairs, assisting the Associate Register with Congressional testimony, briefing Congressional staff and attorneys on issues of copyright law, and prepared memoranda for Congressional hearings on copyright reform. He also helped coordinate policy activity for the Office during international treaty negotiations.
Will began his career in Washington as a clerk for the U.S. House of Representatives Committee on the Judiciary, where he worked with Committee staff in both chambers, as well as representatives from the world’s leading technology and entertainment companies to pass bills related to intellectual property law.
A native of the DC area, Will received his Bachelor of Arts degree from the College of William & Mary, double-majoring in Government and Classical Studies, and earned his Juris Doctor from Washington and Lee University School of Law.
